Kernel dll is missing ошибка
I am having trouble with applications not starting. The vendor says that it is due to a problem with kernelbase.dll. I have run DISM to do the repair. It says that the operation completed successfully but the applications still will not start.
I am seeing these two errors in the Windows application log each time I try to start the apps:

How to Fix Kernel32.dll Errors
Restart your computer. The kernel32.dll error could be a fluke.
Reinstall the program if the "invalid page fault in module kernel32.dll" error occurs only when you use a single software program.
Chances are, the software program is most likely to blame, so uninstalling and reinstalling the program might do the trick.
Be sure to install any service packs or other patches available for the program. One of these may have resolved the kernel32.dll problem that the software is causing. If necessary, you may need to stop using a particular program if it's the only cause of the problem.
Use Windows Update to update your computer with any new Windows-related patches or service packs that might be available. An outdated Windows installation might be causing the DLL error.
In Windows XP specifically, and when Skype is installed, you might get the kernel32.dll error message when trying to run the program if you don't have SP3 installed.
Repair potentially damaged password list files. Try this troubleshooting step only if you're running Windows 95 or Windows 98 and if the kernel32.dll page fault is caused by "Explorer", "Commgr32", "Mprexe", "Msgsrv32", or "Iexplore".
Repair corrupted thumbs.db files. Sometimes, the "Explorer caused an invalid page fault in module kernel32.dll" error is caused by a corrupted thumbs.dll file in a folder or subfolder that you're trying to access.
Do you have DLL files saved to your desktop? If so, remove them. This can sometimes cause kernel32.dll errors.
Run a virus scan. Some specific computer viruses cause kernel32.dll errors as part of their damage to your computer. Quarantining the virus could resolve your issue entirely.
Run CHKDSK to scan and fix any system errors that might be causing the DLL error.
Update drivers for any hardware that might be related to the kernel32.dll error. For example, if a kernel32.dll error appears when printing to your printer, try updating the drivers for your printer.
If you suspect that drivers need to be updated but aren't sure where to start, update your video card drivers. Outdated video card drivers sometimes cause kernel32.dll errors.
Decrease the hardware acceleration on your video card. While uncommon, some computers do have problems when the hardware acceleration is set at its default setting of full acceleration.
Have you overclocked your PC? If so, try resetting your hardware configuration to the default recommended by the manufacturer. Overclocking has been known to cause kernel32.dll issues.
Run the System File Checker Tool (SFC). This tool scans and restores Windows system files.
Test your system memory for damage. Kernel32.dll error messages from random programs and activities in Windows could be a sign of a hardware failure with your computer's memory. One of these programs will clearly identify if you have a problem or give your memory a clean bill of health.
Replace the memory if it fails any of your tests.
Repair your Windows installation. If individual software reinstallations and hardware tests fail to resolve the problem, a repair installation of Windows should replace any damaged or missing files that may be causing kernel32.dll messages.
Perform a clean installation of Windows. This type of installation will completely remove Windows from your PC and install it again from scratch.
We don't recommend this step unless you feel comfortable that the kernel32.dll error isn't caused by a single program (Step 2). If a single piece of software is causing the kernel32.dll error message, reinstalling Windows and then installing the same software may put you right back where you started.
Troubleshoot for a hardware problem. If all else has failed, including the clean installation from the last step, you're likely looking at a hardware issue with your hard drive or another piece of hardware.
If the hard drive is the likely culprit, replace the hard drive and then perform a new installation of Windows.

How to Fix Kernelbase.dll Errors
Do not download kernelbase.dll from one of those DLL download sites. There are many reasons why downloading a DLL file is a bad idea. If you need a copy of this file, it's best to obtain it from its original, legitimate source.
Start Windows in Safe Mode to complete any of these steps if you're unable to access Windows normally due to the error.
Restore kernelbase.dll from the Recycle Bin. The easiest possible cause of a "missing" kernelbase.dll file is that you've mistakenly deleted it.
If you suspect that you've accidentally done this, but you've already emptied the Recycle Bin, you might be able to recover kernelbase.dll with a free file recovery program.
Recovering a deleted copy of this file is a smart idea only if you're confident you've deleted the file yourself and that it was working properly before you did that.
Scan your entire computer for viruses and other malware. Some kernelbase.dll errors could be related to some kind of malware infection on your computer that has damaged the DLL file.
It's even possible that the error you're seeing is related to a hostile program that's masquerading as the file.
Execute the sfc/scannow command to replace a missing or corrupt copy of the kernelbase.dll file.
Fortunately, the kernelbase.dll file is provided by Microsoft in at least some versions of Windows, so the System File Checker tool (the sfc command) should restore it.
This is the most likely solution to a missing or not found kernelbase.dll error. Please make every effort you can to complete this step after making sure your computer isn't infected with malware.
Use System Restore to undo recent system changes. If you suspect that the DLL error was caused by a change made to an important file or configuration, and System File Checker didn't help, a System Restore should solve the problem.
Update the drivers for hardware devices that might be related to kernelbase.dll. If, for example, you're receiving a "The file kernelbase.dll is missing" error when you play a 3D video game, try updating the drivers for your video card.
The kernelbase.dll file may or may not be related to video cards—this was just an example. The key here is to pay very close attention to the context of the error and troubleshoot accordingly.
Roll back a driver to a previously installed version if kernelbase.dll errors began after updating a particular hardware device's driver.
Install any available Windows updates. Many service packs and other patches replace or update some of the hundreds of Microsoft distributed DLL files on your computer. The kernelbase.dll file could be included in one of those updates.
Repair your installation of Windows. If the individual kernelbase.dll file troubleshooting advice above is unsuccessful, performing a Refresh, Startup Repair, or Repair Installation (depending on your version of Windows) should restore all Windows DLL files to their working versions.
Use a free registry cleaner to repair kernelbase.dll related issues in the registry. A free registry cleaner program may be able to help by removing invalid kernelbase.dll registry entries that might be causing the DLL error.
We rarely recommend the use of registry cleaners. It's included as an option here just in case it turns out to be helpful, in which case you could avoid the more difficult testing and last-resort options below.
Test your memory and then test your hard drive. The majority of hardware troubleshooting has been reserved for the last step, but your computer's memory and hard drive are relatively easy to test and are the most likely components to cause kernelbase.dll errors as they fail.
If the hardware fails any of your tests, replace the memory or replace the hard drive as soon as possible.
Perform a clean install of Windows. This will erase everything and install a fresh copy of Windows. If none of the steps above correct the kernelbase.dll error, this should be your next course of action.
To be clear, all the data on the drive you have Windows installed on will be deleted during a clean install, so be sure to back up important files if you're able to. Obviously, make sure you've made every attempt possible to fix the kernelbase.dll error using a troubleshooting step prior to this one before you take on a clean install.
Troubleshoot for an unknown hardware problem if any kernelbase.dll errors persist. A clean install of Windows is a fresh start on the software side of the troubleshooting. So, unfortunately, if that didn't work, your DLL problem must be hardware related.

The file KernelBase.dll is a DLL file stored in the system folder of Windows operating system. It is created automatically during the installation of the Windows operating system. KernelBase.dll is used to launch .exe applications. When it is corrupt, you will get .dll missing or not found error when you start the programs.
I suggest you to follow the steps mentioned below and let us know about the results.
Method 1: Register the .dll file.
- Tap on the Windows key on your keyboard and type Command prompt.
- Right click and Run as administrator.
- Type: regsvr32 KERNELBASE.dll
- Restart the computer and check.
Method 2: Copy the same file from another computer .
I would suggest you to copy the KernelBase.dll file from another computer running the same version and edition of Windows operating system.
The location of the file KernelBase.dll differs in each system based on the architecture. If it is 64-bit Windows OS, then the KernelBase.dll file is located in C:\Windows\SysWOW64 . If it is 32-bit OS, then KernelBase.dll file is located in C:\Windows\System32 .
Method 3: Create a new user account.
The reason might be due to user account corruption, so I would suggest you to ‘ Create a local user or administrator account ’ and check if the issue persists.
Note: You will not see all your files under your default file location. So your data will be saved under C:\Users\User_name.

Thank you for your reply. I ran regsvr32 as administrator to re-register the .dll but got this error:
The module "kernelbase.dll" was loaded but the entry-point DIIRegisterServer was not found.
Make sure that "kernelbase.dll" is a valid DLL or OCX file and then try again.
I am running Windows 10 Home version 1803 (17134.523).
I tried replacing the .dll but I get an error saying that access is denied. It does the same thing in "Safe" mode. How do I replace this file?

Method 1 : Check for updates.
I would suggest you to check if you have installed all the updates on the computer. There are chances that you might have pending updates as the system is in 1803 version.
Open the Settings page > Go to Update and Security> Click on Check for Updates. Once the updates are installed, restart the pc and check for the issue.
Method 2: Repair the quicken application.
If the issue is specific to ‘Quicken’ application, I would suggest you to repair the application or reinstall it.
Method 3: Run System File Checker.
If still you are facing the issue, then you can try running a System File Checker [SFC] scan on the computer which will replace the missing or corrupt files & check if the issue persists.

Yes I tried creating a new profile/user. It didn't seem to have any effect.
I am fairly convinced that the kernelbase.dll file is corrupted since it cannot be re-registered.
Updates have been checked. This program has not worked for a couple of months now. Intuit/Quicken has no idea how to fix this.
The application(s), both Quicken and TurboTax. have been removed and reinstalled. Intuit has a rather complicated software cleaning process that includes modifying the registry.
SFC was run several weeks ago with no errors.
DISM runs with no errors.
All attempts at replacing the kernelbase.dll file have failed due to permissions errors. I have tried this in safe mode as well and always run as administrator with no luck. Permissions appear to be limited to "TrustedInstaller".
Everything that I have read on the MS forums leads to replacing the kernelbase.dll file.

I can understand the situation must be difficult for you. As we have tied all the basic steps to repair the kernel.dll file, the last option would be repair Windows 10.
I would suggest you to follow the article and the video on How to perform an In-place Upgrade with Windows 10 Step-by-Step Guide from PaulSey… dated on 9 th August 2017.
Note: A repair upgrade is the simple process of installing a new build over the existing installation of Windows 10, using the Windows 10 ISO file. It replaces the broken operating system files while preserving your personal files, settings and installed applications. However I would still suggest you to take a backup of your files and proceed with the installation.

The error installation failed in the SAFE_OS phase can occur because of many problems that prevents Windows 10 re-installation. I suggest you to disconnect all the external devices connected to the pc and also check if the drive is encrypted. However, before proceeding with the re installation, I found a work around for the above error Access denied while copying the file from other PC.
We tried to reproduce the issue on our lab systems and found the issue was fixed after giving permissions to Kernalbase.dll file. Let’s try to follow the same steps (Method 2) from the first post and give the permissions for .dll file of the other computer, where you have got Access denied error C:\Windows\System32 .
I would suggest you to copy the KernelBase.dll file from another computer running the same version and edition of Windows operating system.

Rollback a driver to a previously installed version if kernel.dll errors began after updating a particular hardware device's driver.
