Outlook opens and looks ok, but when I click 'send/receive' a box comes saying operation failed. I have restarted Outlook and rebooted my machine but the problem persists. I also get a similar box when I click some of the items under 'File'. I am using Outlook 2003 (11.8330.8405) SP3. I use Acronis True Image for backup, but the most recent backup was last night, after the update.

Not really a reply, just further to the above. I do realise that post hoc is not necessarily propter hoc. I have another machine that I think has upgraded and outlook is working OK on that one. It is the one my wife usually uses and I do not want to use that one to receive my mail. Using my phone at the moment.

Could you do a screenshot of the full error message? I've put several older versions of Microsoft on Win10 computers, no problem yet with Windows updates or Upgrades. Oldest I have running is Office 2000.

Open the Control Panel - Its down in the Windows system folder, or you can type it in the search.
Double-click on "Mail"
Select "Data Files"
Click on "Personal Folders" then select "Set as Default", if not already selected, on the top bar
Restart Outlook,.
If you already have the profile selected as the default, then nothing will improve.

The box that appears simply says 'The operation failed'. I have tried other headings and on trying to look under tools at 'e-mail accounts' I get a longer message - 'The operation failed due to a registry or installation problem. Restart Outlook and try again. If that fails, please reinstall.' I still have the original disc and may do that, but I was hoping to avoid that. I have copied separately the file Outlook.pst. When I looked at the properties for that file it says 'opens with - unknown application' However, I am able to look at my mail, search it and delete files, so it is being opened by Outlook. I just cannot get any new mail.

I dont have the cd but do have the key. Suggestions as best way to proceed?

If that doesn’t help, try repairing the office 2010 suite and check if it helps.

I've gotten the same error message with Outlook. This started immediately after I installed the trial of Office Professional 2013. I checked the box to leave all prior versions and now Outlook 2010 doesn't work and I can't even get Outlook 2013 to recognize the pst files from 2010.
I've run repair on Office professional 2010 with no success. Please help! I"ve lost important work information.

Unlike other Office applications, multiple versions of Outlook cannot co-exist together. Hence you must disable either Outlook 2010 or Outlook 2013 to use the other version.
Follow the steps mentioned below to disable Outlook:
1) Go to Control Panel and click on Programs and Features.
2) Click the name of the Microsoft Office suite or program you want to change, and then click Change.
3) In the Office Setup dialog box, click Add or Remove Features, and then click Next.
4) Now click on the drop down arrow for Outlook and select Not Available > Continue and wait till the configuration process.

This tutorial contains instructions to fix the following error in Microsoft Office Outlook "The Operation Failed due to a Registry or Installation problem. Restart Outlook and try again. If the problem persists, please reinstall." (Outlook 2003, 2007, 2010, 2013, 2016).
The error described above, appears when you select the "New" button to write a new email message, or when you try to open the "Account" options from the "File" menu or when you click Rules -> Manage Rules & Alerts. Along with the above issue, you may receive the error "The operation failed", when you try to press the "Data Files" button (in order to view the Outlook PST file), either from Outlook Options -> "Email Setup" tab, or from the "Mail" settings in control panel.
How to FIX: Outlook Operation Failed due to a Registry or Installation problem.
Step 1. Install Hotfix for Outlook 2013 or Outlook 2016.
If your are using Outlook 2013 or Outlook 2016,* then:
* Note: This step applies only to Outlook 2016 or Outlook 2013. If you 're using any other Outlook version, then continue to the next step.
1. Close Outlook.
2. Download and then install the following hotfix according your Outlook version:
3. Restart your computer.
4. Launch Outlook and check if the problem persists. (If the problem persists then continue to next step.)
Step 2. Repair Microsoft Office.
1. Navigate to Programs and Features. To do that:
1. Press simultaneously the Windows + R keys to open the run command box.
2. Type: appwiz.cpl and click OK.
2. In Programs and Features, select the Microsoft Office product that installed on your system and click Change (or click Repair if available).
3. Finally click Repair and follow the rest steps to repair Microsoft Office.
4. After repair, check if the problem has resolved. If the problem persists then continue to next step.
Step 3. Delete and Re-Create Outlook Profile.
1. Navigate to Window Control Panel.
2. Change the View By: to Small icons.
3. Open Mail.
4. Click Show Profiles.
5. Click the Remove button to delete the current profile and click OK.
6. Launch Outlook and complete the required fields (Name, E-mail Address, Password, etc.) at Outlook "Add Account" to setup your Email account and to create a new Outlook empty profile.
7. When done, proceed to Import* the old Outlook .PST data file (which contains your Outlook data) **, to the new profile, or set and use the old PST file, as the default location to store the Outlook data.
* To Import Outlook .PST file, follow the procedure below:
- Outlook 2016, 2013, 2010:
- Launch Outlook.
- Go to File >Open & Export >Import/Export.
- Select Import from Another Program or File & click Next.
- Select Outlook Data File (.pst) & click Next.
- Click Browse and navigate to the location of the PST file. **
- Select the Outlook PST file that you want to import & click Open.
- Click Next & Finish.
- Outlook 2007, 2003:
- Launch Outlook.
- Go to File >Import and Export.
- Select Import from Another Program or File & click Next.
- Select the Personal Folder File (.pst) & click Next.
- Click Browse and navigate to the location of the PST file. **
- Select the Outlook PST file that you want to import & click Open.
- Click Next & Finish

- Windows 10, 8, 7 or Vista:

Today, one of my clients told me that it can not create rules in Outlook because it gets the error "The operation failed because of a registry or installation problem. Restart Outlook and try again. If the problem persists please reinstall". The issue is appears in Outlook 2016, when the user click at Rules -> Create Rule or Manage Rules & Alerts option.
After searching for the "The operation failed because of a registry or installation problem" Outlook error when your try to open the Rules options, I realized that the issue may appear in Outlook 2010, 2013 & 2016 versions, after installing the following updates:
How to FIX: "Operation Failed Due to Registry or Installation Problems" error, when you try to open the 'Rules' dialog box in Outlook 2010, 2013 or Outlook 2016.
1. From Outlook File menu, click Office Account.
2. Then click About Outlook on the right.
3. On the "About Microsoft Outlook" window, find out which Outlook Version you 're running. (32-bit or 64-bit) and then click OK to close that window.
4. Close Microsoft Outlook.
5. Now according your Outlook version, download and install the corresponding hotfix below:
1. Install the Microsoft Office 2010 Service Pack 2.
2. Then, install the Security Update KB4461529 for Outlook 2010.
3. Finally, if you 're using the 64-bit of Outlook 2010, proceed and install the Security update KB4461585.
6. Restart your computer.
7. Open Outlook and proceed to create your rules. If you continue to receive the same error, then proceed to repair the Office installation. To do that:
1. Open Programs and Features in Control Panel.
2. Highlight the Microsoft Office software and click Change.
3. At the next screen choose Repair and click Continue.

I am getting this error when trying to manage rules in Outlook 2016:

It says that the problem may occur after installing KB4461506 - however I do not have that update installed. I went ahead and tried to install 4011722 but when I run it I get a message saying:
There are no products affected by this package installed on this system.
It's been a while since I've tried to manage my rules so I'm not exactly sure when the problem first occurred.
I created a new Outlook profile but still run into the same error message when trying to manage rules.
I'm curious if anyone else has ran into this and if you have a fix? Particularly when KB4461506 has not been installed.

fwiw, we downgraded our users to Office2013 from 2016 because of problems encountered that are strange.

Could be a plugin or addon that is causing the issue. Might be an idea to start Outlook in safe mode :
Choose Start > Run.
Type Outlook /safe, and choose OK.
In the Choose Profiles dialog box, accept the default setting of Outlook and choose OK.
If prompted, enter your password and choose Accept.
Are you able to edit the rules via OWA?

Yep, I am able to edit rules in OWA.
I tried safe mode but received the same error. Thanks for the suggestion though.

I see it is listed as a bug by MS. A fix was due out in December but was pushed back until end of January.
A workaround be to delete any rules you see in OWA that are greyed out or in error or have a clutter warning or cannot be viewed.
Then close and open Outlook again and try edit the rules again. It should work temporarily, but the client will sync the broken rules back eventually.

You are correct, they did update the page with new info. I downloaded the new updates but still received the same error on both the 32bit and 64bit patches.
And that took care of it.
