Revert to a previous version
If you are using the Click-to-Run version of Office 2013, install the previous version (15.0.4631.1002) by using the steps that are in the following Microsoft Knowledge Base article:

If you are using an MSI installation of Office 2013, uninstall the KB2881011 and KB2883074 updates, depending on what you have installed. To uninstall these updates, follow these steps:
In Control Panel, click Programs and Features, and then click View installed updates.
In the list of installed updates, locate and then select the first update that you want to uninstall.
Microsoft Outlook users have been facing a particular error for the past decade. It started with Outlook 2010 and users of future versions continue to report it, including Office 365. Users see a pop-up saying ‘Cannot expand the folder’ error in Outlook. That happens while expanding a shared folder or folder in a second mailbox.
It is not clear how this error persists, but users of Office 2019 seem to be better off. You may consider upgrading to that.
1. Folder Limit
Microsoft Outlook has a limit of 1000 folders. If you have more than the specified number of sub-folders, the folder will not expand. That limit applies to Microsoft Exchange accounts. The folder limit is 500 for Outlook 2010, 2013, 2016, and 2019 versions. Moreover, the number of items per folder cannot exceed 100,000. Microsoft notes that you may face performance issues if the limits are breached.
2. Disable Add-ins
Have you installed add-ins in your Microsoft Outlook account? One or more of the add-ins may be causing a conflict resulting in the Cannot expand folder error in Outlook. Open Outlook in Safe Mode to eliminate all add-ins issues. You can also disable all add-ins without going into Safe Mode. If the error is gone, you will need to re-enable each add-in one at a time to verify which one was responsible for the error.
3. Turn Off Cache Mode
Is it happening on an Exchange account or in a shared mailbox? If that’s the case, turning off the cache mode could help resolve the Cannot expand folder error in the Outlook app.
Click on the File menu option.
Click on Account Settings and select Account Settings from the drop-down menu.
You will see a list of all email accounts now. Double-click on the email ID which is throwing the Cannot expand folder error.
Uncheck Use Cached Exchange Mode here and save settings.
Turn it off, save settings, close Outlook, and relaunch to try again. The cache files could be responsible for the folder acting weirdly. Turning off the cache mode will force Outlook to re-sync and download folders and mails back again.
4. Repair Outlook App
Search for and open the Control Panel from the Start menu.
Search for Uninstall in the Control Panel search and open Uninstall a program.
Search for the standalone Outlook app if you have installed that or Microsoft Office suite version. Select it and click on the Change button at the top.
You will see a pop-up with two options. A Quick Repair will work offline and fix the most common errors. Try that first. If it doesn’t work, try Online Repair.
That will take more time and need an active internet connection. I suggest connecting the laptop to a Wi-Fi network and a power source.
5. Create a New Outlook Profile
It is recommended that you follow point 4 above before moving on to create a new profile. Rename the folder that you can’t expand in Outlook. Right-click on the folder and select the Rename option to do so. Take a backup, if you must. If you have taken a backup on the server or in the cloud, delete the profile the below mentioned:
Of course, the Username above and the drive letter should be your corresponding user name and Windows installation drive. Reboot your computer.
Open Outlook and under the Files menu, click on Account Settings > Manage Profiles.
Click on Show Profiles.
Click on Add to begin creating a new profile.
You can now add email accounts to this newly created profile and check if you still get the Cannot expand folder error.
6. Repair PST and OST File
The Outlook email account data is stored in a .PST file if you are using IMAP or POP account. The same is stored in a .OST file if you are using Office 365 or Exchange account. Depending on the email account throwing the Cannot expand folder error in Outlook app, choose one method.
Repair OST File
Open Control Panel and go to User Account > Mail > Show Profiles. Select the profile you are having trouble with and click on Properties below. Now select Data Files in the pop-up that follows.
Select the email account data file and click on Open File Location.
A new window will open with a file name with .OST extension. Delete the file and reboot your computer. Launch Outlook and it will recreate the file automatically.
Repair PST File
The same steps won’t work for .PST file. Press Windows key+R to open the Run prompt. Enter the below file path in case of Office 2016, Office 2019, and Office 365.
For Outlook 2013:
Double-click the SCANPST.EXE file, which will launch the Microsoft Outlook Inbox Repair experience. I wish there was a direct way of launching it.
Click on Browse on the pop-up that follows.
A new File Explorer window will open. You need to locate the .PST file here and when you find it, click on the Start button.
Select ‘Make a backup of scanned file before repairing’ option to create a backup in case something goes wrong.
Now click on Repair to begin the process.

One of my businesses shared mailboxes is having an issue with some users. When I add full access to it, it is accessible via outlook web app but when you try to open it in outlook I just get the cannot expand folder error. Update: This did end up being caused by the autodiscover record not being present for the domain. It seems to be working as expected now.

Obviously as you turn off automapping you will have to manually map each affected user to that mailbox.

I've had this happen a few times as well. Typically I've noticed it for newly assigned mailboxes the first few times a user tries to access them via their Outlook client. This will sound dumb. but I've typically just told them to either close/reopen Outlook or wait an hour. That's always resolved it for me.

In addition, I found a similar case and it suggested you check whether the shared mailbox was assigned with exchange online license, and check mapi was enabled for the shared mailbox. I have tried removing and re-adding full access as described. I have tried with auto-mapping set to true and false with the same result.
The mailbox was originally a user and then converted to a shared mailbox so the user does not have/need a licence (many other shared mailboxes are set up the same and work fine).

I have a bunch of shared mailboxes and I use automapping. I have not seen any issues using it this way. Previously, I didn't do automapping and users would added the shared mailboxes as an Additional mailbox in Account settings. This worked fine too.
The one scenario where I've seen this problem more than once is when the user adds the shared mailbox as a completely separate account within the one profile. So when you go to Account settings you see two accounts in the list. For some reason, this does not play nice in Outlook in my experience. Only using automapping or a secondary mailbox has been the the most reliable for me personally(using Exchange 2013 CU23)

It seems to be an issue related with a client. Have you tried to run outlook in safe mode and try again? Steps: Press Win + R, type "outlook.exe /safe" in the Run window, press Enter. If the issue doesn’t occur in safe mode, it could be caused by some add-ins, and disable the suspicious add-ins to verify which one causes this issue.
In addition, you can recreate a new outlook profile to check if the issue persists.

This issue is affecting multiple users even when logging into a fresh installation of outlook so it's not related to a specific outlook profile.

This is not true. You can add it without a password BUT as I mentioned, from my personal experience, it wasn't reliable. However, if you want to try it just to see if it actually connects, you would at least know whether permissions are correct.
To add it within Outlook, go to File > Account Settings > Account Settings > New > Enter a Name and the email address but the leave the password fields BLANK and hit next. It should add the account.

Autodiscover doesn't seem to be working for some reason. Users can add user mailboxes this same way with no issues?
EDIT: And I may have misspoke about how to add it leaving the password blank. I was speaking from Exchange on-prem experience only. This article only mentions automapping and adding them under additional mailboxes. So if that's true, you did everything right. Why you cannot expand remains a mystery. Hrm.

This might sound silly but MS has had me do this before to clear up wackiness. Convert the mailbox back to a user mailbox then convert it back to shared.

Joz_ The shared mailbox is on a different domain to all the others and I noticed that autodiscover was missing for that domains DNS records. I've added that in but have still had no luck. Adding and removing the permissions didn't seem to make a difference no matter how I configured them.

According to your description, it seems that the issue related domain, what is the relationship between these two domains?
For further troubleshooting, you can recreate a new shared mailbox in that shared mailbox’s domain, and assign permission for the user, issue persists?
