I found out that there’s an additional scheduled task, named srvhost, that may lead to the error message. To fix, do the following:

- You should see a Task Scheduler entry: \Microsoft\Windows\WDI\SrvHost
- Right click on this entry and Delete.
You may also see the entry winlogui in Autoruns. As far as I’m informed, this entry should not be run at startup. On my pc at least, entry winlogui is not present. If you’re getting an error about winlogui, you could try to delete it. I think it won’t harm. However, I don’t know what the consequences are.

Was looking at the Mrs's laptop this evening as she had been having some crashes last few days. On initial inspection there appeared to be a problem with the Windows Update service being absent and unable to run in addition to Windows Defender being blank. Managed to fix Windows Update by importing another registry Here however Windows Defender required running Windows Media to complete a repair install.
Following this, with Windows Update and Windows Defender now working as intended, several files were quarantined (including but not limited to StartCheckLibrary.dll, winscomrssrv.dll, winlogui.exe and winrmsrv.exe). StartCheckLibary.dll and winscomrssrv.dll errors appeared after repair and I've managed to remove the StartCheckLibary.dll error by removing it's corresponding instruction in Task Scheduler [Task Scheduler Library/Microsoft/Windows/Application Experience).
However, I am having no luck whatsoever removing the error for winscomrssrv.dll. I have tried using Autorun which has appeared in almost every fix for this bug you can imagine. winscomrssrv.dll does not appear in any entry.
Does anyone know which start-up instruction/auto-run/service is searching for this .dll? I'm delighted that so many people have an easy fix through Autorun but for those of us that didn't work, what process is looking for winscomrssrv.dll and how do I tell it to stop.

Previously he’d been a victim of a trojan virus. His antivirus program quarantined three files from C:\Windows\System32:
