I would download the upgrade for my pkmn ultra sun but now I'm not more able to access.I've already seen several threads about this problem but they are all old and I need to know if them are still valid.
I want do only this,so also installing via .cia would be fine.(I'm on a O3DS so the eshop/NNID shouldn't be a problem)

Dopo questo procedimento, solo i New 3DS che non hanno mai acceduto all’eShop e qualsiasi Old 3DS potranno accedere all’eShop dopo aver creato un nuovo NNID legato alla nuova regione. I New 3DS con regione modificata che hanno già avuto accesso all’eShop con la regione originale non potranno creare un nuovo NNID per accedere all’eShop con la nuova regione!
After this process, only New 3DSs which have never accessed the eShop before and all Old 3DSs will be able to access the eShop after creating a new NNID on their new region. Region changed New 3DSs that have already accessed the eShop on their original region cannot create a new NNID and access the eShop on their new region!

It does not work. Is there something more to do that people forget to mention?? I've changed JP to EU region on my old 3ds, formatted it afterwards and created a new nnid and still get the same error. What to do now?

Edit: I HAVE A SOLUTION!
1. create a nin account on the original region (if already changed just restore a backup)
2. set date & time, go into eshop and login, make sure you are asked for a password and logged correctly
3. change region, update the system and DO NOT FORMAT
4. as is now, set the correct date & time, go to eshop and login into account made in the previous region, if password window does not pop up, try to update some game if that does not work go to profile and change the country and retry logging into eshop or via game update.
If all goes well you will successfully login but it will throw you out to the home screen giving a region mismatch error.
5. now do format via settings, set the correct time & date and create a new nin account
Tried on 3DS and 3DS LL today.
If does not work with the first try just restore the stock nand and try again, but if you do all as listed if should go fine first try.

Has anybody gotten this method to work aside from bololabich? I'm desperate to get access to the Japanese eEshop for some regional dlc that has disappeared off the net as far as I can tell.

So I'm looking to buy a jp N3dsxl because they're reasonably priced and do the region change, my question is if I already have an nnid account on a different system can I use that instead of making a new one?

Note that occasionally the eShop will inexplicably still not work for devices that it should work for. This is entirely to do with Nintendo’s servers, and I really do not have any control over it. Additionally, note that occasionally the eShop will inexplicably work for devices that it should not (such as some New 3DSs). The cause for this is currently unknown.

Oh crap I didn't even notice that I needed a new NNID.
Damn I wanted to use my old one for my pokebank.

-OLD 3DS LL Japanese
-Converted to English using old 3ds English ctrtransfer
-Created and linked an English NNID
I noticed that in addition to this guide, games were still partially recognized as Japanese until I re-clicked English as the language in the 3DS settings.
When I try to enter the eshop, I confirm the disclaimer thing, then the bag guy and the circular loading starts working, then I get error 007-2001
When I try to update a game (majoras mask) I click wireless option, confirm & sign in using NNID, see loading bar appear then it reverts to home and the error 005-5958 appears.
- I have a locales file for the game to register as English (its an English cartridge as well) but that don't help

Hey Wooly
I have more or less the same problem with my US o3ds converted with plailect's guide to E(uropean, not english (: )
I found this threat that seems to handle it.
I haven't tried it yet, though

Take a look at this post:
The trick is to cause Nintendo's servers to re-register your nnid with the new system(region) information, it requires a 3 SD cards, a differently configured emunands, but it only works on O3ds.

1. Backup EmuNAND emuNANDTool_1.0.3 does not work for me. It says there is no NAND detected on SD card?
2. Backup 3DS folder
3. Formatted EmuNAND via system settings < What does this mean?
4. Re-config EmuNAND first start and connect to E-shop without NNID
5. Configure NNID (if when finishing setting up NNID the version of your emuNAND doesn't have the RX-E or Rei logos, then your NANDs are linked in some way, format first your SysNAND and reconfigure your HomeBrew access
6. hax and re-format EmuNAND)
7. Restore EmuNAND and restore Nintendo 3DS folder.
A. BEFORE DOING ALL THIS, PLEASE FORMAT THE SYSTEM MEMORY INSIDE THE EMUNAND BEFORE UPDATING < what does this mean?
B. you need
- 2 SD Cards
- 3rd SD Card, with another region, formatted and updated to 9.6, AND has an NNID Japan-like to work with rxtools. (what?)
- And a 4.1-4.5 SysNAND. (I don't have this, see below)
Step 1: Format EmuNAND with Gateway on the 2 SD Cards. Use the 1st SD Card via steps 2-6. (already lost me)
Step 2: Boot Gateway Mode. Go to System Settings, and go to the 4th page to lead to "Format System"
Step 3: Accept the format. After formatting, it'll kick you back to SysNAND.
Step 4: Now launch Gateway, launch EmuNAND and apply the 9.9 update. It'll kick you back to SysNAND.
Stpe 5: Test the EmuNAND again with Gateway. It'll say that you have new features. Then turn off the console.
Step 6: Turn off the 3DS, eject it, and use EmuNAND tool to Extract the the EmuNAND.
Step 7: Use the 2nd SD Card to inject the extracted EmuNAND. Close off EmuNAND tool after done, and eject the SD Card.
Step 8: With the 1st SD Card, set up an NNID. BUT DON'T SET IT UP ON THE 2ND SD CARD.
Step 9: After setting it up, launch the eShop. Set it up as usual. While on the main page, press HOME and close it off. Turn off the 3DS.
Step 10: Use the 2nd SD Card you didn't set up an Nintendo Network ID with, and launch eShop. It'll say an error message. When you see the error message, TURN OFF the 3DS. This is very important.
Step 11: Now use the 3rd SD Card with another region. Launch the eShop. Aw, it worked! Great job!
Anybody have a more 'noobish' step-by-step tutorial for this?
The 3DS I'm trying to access e-shop on has completed all the Plailect tutorials so that is my starting point. Everything is good on it, I'm running English games, the system detects multi-region games as English, but I just cant access the eShop for any reason.

Андрей, eShop на японках ? сильно. ведь он работает лишь с японским регионом , а на не перепрошитых японках лишь японский язык

I know that this topic has been discussed several times and in fact I have looked in different posts but none has been helpful. I downloaded a USA Shovel knight cia (I have an USA 3ds console) and I tried to update to version 3.2 on the Eshop because according to some of those posts, there is no problem in updating a cia with the Eshop as long as the cia is from the same region of your console. But when I try to update, I get error 007-2920. I don't know why it displays this error. The cia also does not recognize the DLC when I download it from the Eshop. Could anyone help me? I'm a rookie in this CFW, just modded my 3ds last month. Thanks in advance.
I got the EU cia for my EU 3DS. Got the exact same problem for a while now, it won't update through the eShop. You could look online for an update file and install it with FBI, but I haven't found one yet.
That's the other problem, no 3.2 update to be found
did you install any updates for it with CIA files?
if so go to FBI>Titles, find the update, press A and select “Delete Title and Ticket” then try again
How do i find it? It only displays "Shovel Knight TT" but it doesn't say "update". I did something similar before and it just deleted the game. I don't know if it helps but the cia installed came with version 3.0A and with treasure trove
Happened to me with smash bros, did you also download an update cia along with the game cia? If you did, just go to FBI and delete the update title, also go to your sd card and also delete the update from there.
The eshop allows you to download updates for games you don't even have, it theoretically should be a title problem
Edit: Now that I think about, you could also not have a legit USA cia, where did you download it from?
I had a VVVVVV USA .cia and couldn't update through the eShop, but I had a Mario + Luigi Bowser's Inside Story USA .cia and could update through the eShop. Maybe I somehow had the VVVVVV update title ticket thing being used?
Edit: Actually nevermind, just realized it that the update in the eshop is for the cartridge version, which wasn't renamed "Shovel Knight: Treasure Trove" after updating. It's useless to have the physical version due to the digital version: "Shovel Knight: Treasure Trove" it's the one getting the updates (King of Cards in December 2019) and stuff. And since the eshop doesn't let me update any Shovel Knight: Treasure Trove cias, i give up. Sorry guys
