I had a case where using a combo box, where my ListFillRange referred to a named range on a different worksheet caused this error.
By moving the named range to the same worksheet, the error went away

The above article was spot on, pretty much a limitation with excel it's self.

It happened with me when i formatted the background, when i removed the background the size of file shrank friom 164 kb to 32kb - problem solved!

I have just fixed this problem - I had multiple combo boxes referencing tables in another tab. Simple fix, zoom level must be equal in both tabs, error goes away (i.e. set all tabs to 100% zoom).
Not sure that this will work for all causes of the error, but it worked for me.

EXCEL 2010 that almost drove me crazy
A couple of months ago, I have found out that some older EXCEL workbooks, that worked fine for years in versions from 2000 to 2007, start giving error "Not enough system resources to display completely" when trying to open them on EXCEL 2010.
Symptons
- Opening workbook it gives error "Not enough system resources to display completely";
- Sometimes it hapened and sometimes it did not, even using the same workbook (but different opening sheets);
- It never happened during workbook operation, only during opening;
- My version of EXCEL is 14.0.5128.5000 (32 bits).
A carefull investigation that lasted more than 60 hours of brain and fingertips burning (along with all the sorrow because time was running out too fast), I have reached the following conclusion.
Conclusion:
Opening a workbook EXCEL 2010 which opening active sheet have controls (buttons, checkboxes, etc) in it, it will likelly give you error "Not enough system resources to display completely".
Solution 1:
1 - Remove controls (button, checkbox, images, listbox, etc) from opening worksheet, save, close and reopen workbook. Everything should be fine.
Solution 2:
1 - Add a DummySheet (obviously without any controls);
2 - Use workbook BeforeSave event to activate DummySheet - This will grant that once the workbook is reopened, opening sheet will be DummySheet, which will not have any controls;
3 - Save, Close and Reopen.
4 - If everything went fine, you might consider a restyling on DummySheet so opening sheet show something like "Loading data. "
I hope this tip will ease someone's life and avoid going thru the same nightmare I did.

Custom Views in a Shared Workbook
If you are using the feature Shared Workbook (Review Ribbon > Share Workbook), cleaning out the Custom Views may help with available memory. To do this:
Deleting Custom Views doesn't delete anything in the spreadsheet, it does delete the print areas, and filters. These can easily be reapplied.
If your issue is not resolved after you clean up the file, go to method 2.

You might have to set Windows Update to automatically download and install recommended updates. Method 4: Test disabling Preview/Details Pane in Windows 7
If you are running Windows 7, try disabling the preview and details panes in Windows. You will have to disable them in three locations.
- Right-click the Start button.
- Click Open Windows Explorer.
- Click Organize | Layout.
- Uncheck Details Pane and Preview Pane.
- Click File | Open.
- Click Organize | Layout.
- Uncheck Details Pane and Preview Pane Outlook.
- Open a new e-mail.
- In the "Include" group on the Ribbon, click Attach File.

Method 5: Test a different Default Printer
When Excel launches, it uses the default printer to help render the file. Try testing with the "Microsoft XPS Document Writer" as the default printer and see if we continue to get the error. To do so, follow these steps:
- Close Excel.
- Open the printer and faxes window (XP) or Devices and Printers (Vista, 7, 8, 10).
- Right-click the "Microsoft XPS Document Writer" printer.
- Click Set as Default.
If your issue isn't resolved after you change your default printer, go to method 6.
Method 6: Test without Antivirus
Antivirus can sometimes cause problems by continuously trying to scan the Excel file or something in the file. Many times the memory error will be random and will be found with any spreadsheet. Test this by shutting off the antivirus temporarily, or by not having Excel files scanned. In some cases, the AV will need to be removed.
If your issue is not resolved after you turn off antivirus, go to method 7.
Method 7: Test with 64-bit version of Excel
Working with large Excel files can use the memory available to the 32-bit Excel application. In any 32-bit application there is a 2-GB limitation.
If your processes need to use more than 2 GB's, then you need to carefully consider moving to Microsoft Excel 64-bit version. The 64-bit version will allow all available physical RAM on the machine to be used. If you are interested in researching 64-bit versions, see 64-bit editions of Office 2013.
If your issue is not resolved after testing on 64 bit, go to method 8.
Method 8: Other applications are consuming the computer's memory and not enough is being allocated to Excel
Does the message clear up for some time after you reboot or shut off some of your applications? That's probably a good sign this is your issue, follow the steps to shut down some of the extra applications running on your computer.

Various documents in our environment are triggering 1 of 2 error messages related to memory/heavy application use that were not an issue until the most recent version update. Error messages are triggered often times when simple Excel tasks are being completed, such as updating cells when two workbooks open, or simply trying to change the view on the workbook sheets from Normal to Page Break Preview and vice-versa.
We were previously on version 1908 and have been dealing with this issue on and off ever since the Semi Annual Channel jumped to version 2002 back in July 2020.

Once these error messages appear, Excel eventually freezes/crashes/re-launches. It also appears that Excel is constantly calling 'Print driver host for applications' as this process is displayed under Excel in the Task Manager whenever one of the problem documents is opened. If you kill the 'Print driver host for applications' process in Task Manager, Excel functionality is not restored.
This also impacts the endpoint itself, as it becomes sluggish and icons/windows on the taskbar and desktop start experiencing some display issues (duplicate icons on taskbar, blank or improperly displayed areas on otherwise normal File Explorer windows from what appears to be a stuck prompt from Excel awaiting input, but it never loads/remains blank, etc.). Excel has to be forced closed in order for the endpoint to start behaving normally again, but often times it will require a full restart in order to return to normal functions.
Here's what we've tried in order to address the issue with no success on Office version 2002:
-Remove and re-install Office
-Change default printer from network printer to Microsoft XPS/Adobe PDF
-Test on an endpoint without any printer queues/print drivers installed (except those provided by Microsoft/Adobe)
-Enabled 'Ignore other applications that use Dynamic Data Exchange (DDE)
-Enabled 'Disable hardware graphics acceleration'
-Disabled/removed all add-ins in Excel
-Tried launching Excel in safe mode and the files still trigger the same type of messages
-Moving files from network drives locally-- issue is present whether the file is on a network drive or saved locally
This is an issue across devices and OS, as we use Surface and Lenovo devices and are currently upgrading from Win10 1803 to Win 1903.
We've been rolling back affected users to version 1908 as a temporary workaround since this issue is not present on this version.
Is there a possibility that this is an unreported issue in version 2002 due to the introduction of new features from 1908? We've also been testing different channels (Monthly, Current) and it also does not appear to be an issue in those newer versions (2007, 2008, 2009).
Looking to see if any others have experienced similar issues. Again, downgrading (or upgrading) has been a workaround, but we're looking for a solution that does not require changing the update channel for the entire environment considering our size.
Can provide some log information but most has not been fruitful. However, there's been a couple of error reports in event viewer that have provided some information that perhaps may be helpful:
