California driver license
DMV-Department of Motor Vehicles.

You must apply for a California driver license within 10 days of establishing residency in the state.
Residency is generally established when you take part in situations or benefits generally not extended to nonresidents, such as:
- Registering to vote.
- Paying in-state college tuition.
- Filing for homeowner property tax exemption.
To apply for a new California driver's license, you must follow all the instructions in “Apply for Your CA License" below (including taking the written exam).
Note, however, that the California DMV will most likely waive your driving exam if you already hold a license* UNLESS your license is from another country (see our section on non-citizens below).
If you've never been licensed before, you will be given a permit once you pass your written permit test so you can practice driving before your driving test.
If you've been licensed before, skip the learner's permit section.
* Waived driving exams are at the discretion of the California DMV, so be prepared to take one if they ask you to.
Types of California Driver's Licenses

At this point—and once you pass your written test— the California DMV will issue you a learner's permit (if applicable). Use this permit to practice for your driving test. You must practice with a licensed driver who holds the same class of license and is at least 18 years old.
There is no minimum time you must hold the learner's permit. If you think you're ready, you can schedule a driving test as early as the next day.
Take Your Driving Test
Now it's time to move on to your driving test:
-
with the California DMV.
- Appointments are mandatory for this test.
- Proof of registration.
- Proof of insurance.
- You have 3 chances to pass the driving test.
- There is no minimum waiting period between driving tests, but you must make an appointment for each one.
- The first test is included in your application fee; each test after that costs $8.
- You'll complete the Commercial Driver's License Application.
- A completed Medical Examination Report (Form MCSA-5876)
Once you meet those requirements, the California DMV will issue your Noncommercial Class A or B permit. The same practicing restrictions apply, only your accompanying driver must have a full Noncommercial Class A or B license.
To upgrade your Noncommercial Class A or B permit to a full license:
- Make an appointment with a CDL office.
- Bring either the Noncommercial Class A or Class B vehicle with you.
- Pass the pre-trip and safety inspections.
- Pass the skills and driving exams.
After you pass, the DMV will give you an interim license until you receive your permanent driver's license in the mail. If you don't receive your permanent license in 4 weeks, contact the DMV at (800) 777-0133 to check the status.
Non-Citizens and California Driver's Licenses
You will follow the same new California driver's license application process as described above, paying close attention to:
- Your Social Security number*. The DMV might waive this if BOTH of the following apply to you:
- You are not authorized to work in the country or are otherwise ineligible.
- You can provide an acceptable birth date/legal presence (BD/LP) document.
- This document shows your birth date and legal presence in the country.
- The DMV verifies this document with the United States Citizenship and Immigration Services (USCIS).
- The state provides a full list of documents, but examples include:
- Employment Authorization Card.
- Valid I-94.
- Temporary Resident Identification Card.
* Learn more about applying for a SSN at the Social Security Administration's Social Security number website.
Timing is a factor, too. If your BD/LP expires:
- More than 30 days from the day you apply for a driver's license, your application process will move forward normally.
- Fewer than 60 days from the day you apply for a driver's license, you can take all your tests but you won't receive a photo driver's license card until you present another BD/LP document that's valid for 60 days or more from the date of your application.
After you've met all requirements and the USCIS has verified your legal presence, you'll receive your driver's license. Your driver's license is considered a:
- Limited Term (LT) driver's license if your BD/LP expires fewer than 5 years from the date you applied for your license.
- Full driver's license if your BD/LP expires more than 5 years from the date you applied for your license.
NOTE: Again, you do not need a new California driver's license if you possess a valid diplomatic driver license from the U.S. Department of State.

In the state of California, some vehicles will require a special license or certificate in order to operate them.
Below is a breakdown for which vehicles may have additional licensing requirements beyond a standard California driver license.
Commercial Driver's License (CDL)
If you intend to work for a company that operates commercial motor vehicles (CMV), you may have to earn a commercial driver's license (CDL) as required by the state of California and the federal government.
The specific classification of CDL you need depends on the vehicle you intend to operate. For details on commercial driver's licenses classes, visit our CDL Classifications page.
What Vehicles Require a CA CDL to Operate?
Some of the vehicles that may require a California commercial driver's license include:
In addition to obtaining a Class A, B, or C CDL, you may also be required to apply for an endorsement to operate some vehicles. A few examples include:
- School buses: (S) endorsement.
- Passenger buses: (P) endorsement.
- Tankers: (N) endorsement.
- Vehicles transporting hazardous materials: (H) endorsement.
- Double or triple trailers: (T) endorsement.
For more information, here are a few of our CDL guides that may point you in the right direction:
Taxi & Chauffeur Licenses in CA
In California, vehicles that carry less than 10 passengers do not require a special license—taxicabs fall under this category. However, some cities in California do regulate the operation of taxicab and other chauffeur companies and the requirements of its drivers.
For instance, the Los Angeles Department of Transportation (LADOT) regulates all taxicab companies in Los Angeles to ensure they are safe and professional. This includes training and testing of all taxicab drivers within the city.
Though it will depend on the city you live in and the company you work for, use this example of taxicab requirements in Los Angeles as a general guide to what you may be required to do in your California city.
In Los Angeles, to obtain a taxi permit you are asked to:
- Complete a Driver/Attendant Permit Application (Form DT 410) and have an authorized representative from your taxi franchise sign the back.
- You can also get the form directly from your taxi company.
- You must get this report directly from your CA DMV office.
- Fees in Los Angeles vary if you are renewing or replacing a permit.
- Your fingerprints.
- Your CA driver's license.
- Proof of your right to work.
- Results from a controlled substance test.
- Payment for the $49 fingerprinting, the LIVEScan rolling fee, and permit/ID badge fees (permit and badge fees vary by location).
For additional information on the requirements to work as a for-hire driver within the state of California, check with your local government officials and your prospective employer.
Other Vehicle Requirements
While a separate license may not be required, you may need a special certificate in addition to your CA driver's license OR commercial driver's license to operate some vehicles in the state of California. Some certificates are obtained directly through the California DMV. Others require you to visit a CHP office. The DMV lists which certificates can be obtained where on its CDL and certificates page.
Some of the vehicles that require a special certificate include:
- Ambulances.
- The CA DMV provides a dedicated guide to obtaining an ambulance certificate.
The California Department of Motor Vehicles provides a detailed overview to certificates and license endorsements. They also provide a list of fees associated with applying for each type of certificate.
Each of the certificates mentioned requires additional specialized testing and training, and your employer can help you navigate the process for obtaining the certificate you need.
As of January 2015, California residents who cannot establish legal presence in the United States may apply for a driver's license if they can show eligible proof of identification and residency in the state. These driver's licenses may not be used for identification purposes. By law, no one may discriminate against a holder of an AB 60 license, or use this license to attempt to question the holder's citizenship or immigration status.
What is California AB 60?
California Assembly Bill 60 ( AB 60) is a bill passed into law that, in effect, allows undocumented immigrants to the United States to apply for a California driver's license with the CA Department of Motor Vehicles (DMV).
Previous to this bill, driver's licenses were only issued to California residents who could prove their legal presence in the United States, usually by providing a Social Security number. Per AB 60, a California resident who cannot prove their legal presence in the U.S. can still apply for a driver's license as long as they can prove their identity AND California residency, as well as pass all required tests for an original driver's license.
This is a special driver's license that:
- May NOT be used for identification purposes.
- MAY be used to drive anywhere throughout the state of California.
- Has a distinguishing feature and notice on the front of the license indicating that it is for driving purposes only, per the AB 60 law (i.e. “DP" instead of “DL").
- Cannot be used against the license holder to determine their immigration status or citizenship, or detain them in any way for reasons other than valid traffic violations.
NOTE: California AB 60 does NOT allow for the issuance of a commercial driver's license (CDL). To obtain a CDL in California, you must still provide a valid Social Security number.
AB 60 Required Eligibility Documents
To be eligible for a California driver's license under AB 60, you must be at least 16 years old, and be able to provide proof of identity AND California residency.

- A marriage certificate or divorce decree (translated into English).
- An original birth certificate or adoption record.
- Eligible documents from the U.S. Department of Homeland Security (DHS):

- Certificate of Eligibility for Exchange Visitor (J1) Status (Form DS-2019).
Apply for an AB 60 Driver's License
To apply for your California driver license under AB 60, you will need to:

- Provide the required proof of identification and residency documents.
- See AB-60 Required Eligibility Documents above.
- Vision test.

The California DMV provides practice tests in multiple languages to help you prepare for your written knowledge exam.
Once you pass your test, you may schedule an appointment for an in-car driving exam. This is the final step to obtaining a California driver's license.
* NOTE: Applicants for a driver's license under AB 60 may pay a slightly higher application and renewal fee, effective until June 30, 2017, to offset the costs to the state of implementing this program.
Driver's License Restrictions
The California driver's license under AB 60 is meant to be used for driving purposes only. It CANNOT be used as proof of identification in any way. The license will carry a distinguishing mark indicating that it is an AB 60 license, as well as a message explaining that it is a driving-only license.
Additionally, you may NOT use your CA driver's license to operate any vehicle that is unregistered or uninsured. Whether the car you're driving is your own, or someone else's, it must have a valid registration and California car insurance.
